Originally drafted in 1997, the Kyoto Protocol’s primary objective is to monitor and control greenhouse gas in the atmosphere so as to prevent climate change. For most of us, this text is obscure and peripheral. In terms of its political efficacy, one might argue that the Kyoto Protocol is largely decorative.
